To balance the import taxes (admittedly not called tarrif) that ALL countries put on imports! 2, NOT flexing muscles, if france and others stop taxing imports from u. s. maybe u. s. will lower tarif... but they won't because tarrif is good, only when trump does same, then people say "orange face bad."
