States can enact any legislation that they want Insofar as it is not contradictory to what is in the United States Constitution. I may think That medical experimentation Is cruel, but I don't have any control or influence over that. whether it be Georgia or my state.

I haven't read the actual court ruling, and the linked news item simply says the court declined to hear the case. There are many reasons why higher courts decline to hear a case, many of them technical.

By declining to hear the case, the court is basically saying that there is no reason to overturn the lower courts' rulings, which we also don't know the details of.
