There are 22 million millionaires in the US and over 100,000 individuals worth more than $50 million. You can't really buy a lot of influence if there are 100,000 people richer than you.
Yes, members of congress are highly paid ($174k), but he's also been doing it a very long time (since 1991). Most 83 year olds would have retired a decade ago. And of course, he's from the generation that has benefited most from the meteoric rise in property prices - he would have bought a house when he was young, for not very much money, and being a New Yorker, that in itself is likely to have made him a millionaire (the average price of a home in New York is over $870k).
