Do Americans have a reputation for being particularly fond of dogs when compared to people from other countries?

Not really.
I think to a large extent, dog ownership depends on the proportion of people who live in rural areas (since most dogs aren't really suited to living in cities), and own their own homes (very, very few landlords here allow dogs).
What makes the US a little different, is the popularity of rat-like handbag dogs. The French Bulldog is the most popular dog breed in the US, because people in towns and cities own them. Elsewhere, the most popular breeds are still proper dogs, like labradors, golden retrievers and border collies, which all need plenty of exercise, and can therefore usually only be owned by people who live more rurally.
I think that the illegal aliens in Ohio like them the most.
