My work said they would give me a big payrise at the end of last year, but never came through?

Basically at the end of last year they gave me a great performance review, and stated I would be given a payrise of a few dollars early this year.

Now this year has come by, they have only given me a small one, which everyone else gets ( including the slack workers) . The company ended up having financial problems at the beginning of this year and let some people go. However I don't think it's fair to punish good workers.

Do you think I should complain about it? Or just accept the small increase? And yes I am a good worker with stats to back it up.
