I've only seen they get included in the rights and laws and know how to play the system. For example the so many young kids that steal cars, crash them, sometimes kill and injure and kidnapping children by mistake and dumping them somewhere. Those kids fall into the "it's a kid.. we don't want to put them in jail cause it will ruin their lives... so get turned loose".

Violent criminals get the same legal rights as anyone else, its just more important in the case of violent criminals because if you cut corners there, where its easy, then that might cause a snowball effect and we are back to fighting civil wars to get back those same rights.
