  • Something or someone is perceived and defined as a threat.
  • The news media depicts the threat in simplistic, symbolic ways that quickly become recognizable to the greater public.
  • Widespread public concern is aroused by the way news media portrays the symbolic representation of the threat.
  • The authorities and policymakers respond to the threat, be it real or perceived.
  • The moral panic and the subsequent actions of those in power lead to social change.

Some recent examples:

Trans people in sport

There's about a dozen among half a million athletes, and Evan Urquhart said it clearly: "You don’t have to be that gung-ho on trans rights to realize that a world where girls’ genitals need to be inspected before they can play any sport is worse for girls than a world where once in a while there’s a trans girl on a girls’ team."

Critical Race Theory

Chris Rufo explicitly said he was out to demonize this phrase by making it a catch-all for anything that extreme right-wingers don't like.

DEI

It should be obvious by now that Trump and his supporters are pretending that any woman or person of colour who got a good job must have been a "DEI hire", because obviously they couldn't be better qualified than a white man.

Anti-Semitism

That's now apparently everyone who's against killing everybody in Gaza. Never mind that vast numbers of Jewish Israelis (and worldwide) don't want the killing either.

Immigrants

Trump's going to go after the rapists and murderers, criminals, right?

Oh, but every one of the supposed tens of millions of illegal immigrants are "rapists and murderers", how come there haven't been tens of millions of rapes or murders?

Meanwhile, this is what is going to happen to people's income if the Republicans get their way.
