Mass sterilization of the criminal class. Mandatory psychopath tests with an MRI machine for all children born, sterilization if you fail. Mass sterilization of the mentally ill. Encourage the high IQ to reproduce. Funding for transhumanist research, artificial wombs and medical science in general. Make society science oriented with regard to it's goals. The biggest luddite wavers when he develops heart trouble. Beyond that everything must center around freedom with the caveat that society is for those capable of sustaining it. It is not for the mentally deficient or perverse. You won't need a license to drive, to start a business or anything else. But, you walk around dressed like the opposite sex you go to the nut house.

As for my first order of business as a planetary leader I would pack my bags & move to another planet. It’s easier to start all over instead of fixing this broken one.

Probably unrealistic but making money obsolete and we trade instead. Like using your skills to make a trade and exchanging goods and services directly with each other.

Basically a barter economy. The real big problem with this is determining what is the value of different items.

The rich would hate this but the poor and middle class would probably survive a lot longer in this kind of economy.

Put the right people in charge, not that it will happen. Man is inherently flawed and doomed to mess it all up again regardless of what changes are made. Humans refuse to learn from their mistakes on a grander scale. It's the reason why empires fall eventually.
