Knoxville has never been a tech city. It likely never will. The very few opportunities here are being frozen. One company I applied for is headquartered here, and they canceled my interview days before it due to immediate hiring freezes.
I have literally applied for hundreds of roles, not to even get calls for inquiries or interviews. I have attempted to reach out to recruiters that are empty-handed themselves.
I have worked on projects for multi-billion dollar companies. I have approximately 3 years of experience with various companies, some large and some small. I can safely say the tech job market has been decimated, especially for software engineers and general IT.
drive north to columbus ohio area like dublin, marysville, westerville, powell. there, you will find many jobs.

I have tried applying for out-of-state roles, but no one is biting. Unless roles are remote, I feel local candidates are first priority. Why spend the money on relocation when there is plenty of local talent and even overseas people who will do the work for a fraction of the price? That has been a huge issue: outsourcing a lot of work to foreigners.
Then Atlanta and The Research Triangle and Winston Salem are places to go.
I've not been in that environment for a while, so not sure. yes they do outsource push, but were local hiring as well.
consultant companies are a good in-roads to new area or companies. when companies aren't hiring, often they will hire consultants.
LOL, all jobs are shifting around. That's what happens when you give too much power to corporations.

I just retired from being a network administrator. I took my resume off the internet and I still get phone calls and emails about jobs.
IT is learned on the job. Any degree or certification is obsolescent on graduation. Newer, more skilled geeks emerge every day.
