When are you supposed to have children from a biological perspective?

As soon as possible.. Technically speaking. Biology is controlled by evolutionary pressures and evolution does not care if you are alive or not as an individual. In fact, most of the time it probably wants you to reproduce and then drop down dead. Once you have reproduced then you have no real further use for biology which is why it is so common for species to sacrifice their life to reproduce. Salmon spawning comes to mind.

Since biology is controlled by evolution, that means all the magic happens from one generation to the next. There is where the mutations will happen which will ensure the survival of the species so its best they happen as soon as possible for the most chances to adapt. Of course in the case of humanity and many other species it becomes a bit more complicated. We live in a community which is also very important for our survival so while evolution wants us to reproduce as soon as possible, society wants you to live a bit longer to maintain that society. Probably not to retirement age but there probably is no right answer to where the line would be when analyzing the "problem" from an academic point of view.

And yes, that does mean that biology is completely fine with pedophilia. We, as a society have however concluded that biology is stupid and that we know better than what is essentially a glorified random number generator and I tend to agree with that assessment.

If it were a different time, as soon as you can to help the continuation of the species before you died of malnutrition in your 30's or 40's. Since we if anything have too many people now, that doesn't need to be a primary factor in your decision.
