You can steal things that don’t have a monetary value. The protection of intellectual property has been a divisive issue for generations.
Some people consider taxation to be theft. The enforcement of eminent domain is widely considered theft. Which raises questions of ethical ownership and the benefit of one over the benefit of many. Is it theft if you’re stealing from thieves? What if it was yours to begin with?
So many terms need to be defined and ambiguities clarified before you arrive at the legislation of acceptable dollar values.

Coz the problem could be failure , going for a mill , end up with $10 , so the crimes would get larger by default.
None from a penny to a billion dollars, thievery is thievery. It seems that the people who run the government are the best at thievery and usurping power.

theft should never be "legal" no matter how small the stolen thing. we could discuss not pursuing minor offenses but they should definitely not be legal. cause that's a dangerous precedent and a slippery slope.
