No. In USA you can reduce your sentence by for example good behavior as a means to motivate prisoners to play nice which theoretically can reduce your life sentence to between 15 and 25 years. Consecutive life sentences is a way for the judge to prevent that from happening. If the minimum sentence of that guy in Idaho was 15 years then having 4 consecutive life sentences means even if he reduced it as much as he could it would still be 15x4=60 years. Granted, if it was first degree murder then it would be 25x4=100 years.

Eh. The legal system is a patchwork of temporary slap-dash solutions made permanent. There are good reasons for reducing sentences and when someone wanted to find a loophole to prevent that in their specific case they invented this idea of consecutive sentences. Its a "solved problem" ever since.

Also if there is a mishandling of procedure and the verdict gets over turn the person is still in jail for the other crimes.
