I proposed a provisional visa plan with rules and conditions.
1. The subject... has been here 5 plus years.
2. Clean criminal/misdemeanor record.
3. Paid more in taxes that govt benefits received.
4. Sponsor has executed form I-864 for subject good for 5 years.
5. Conversant in English or commits to in 5 years.
6. Review after 5 years, subject to deportation.
