You nailed it in the question. Different techniques will have different effects depending on the subject. Some people can't handle physical pain. Some people can't handle isolation or sensory deprivation. Sleep deprivation affects everyone as does starvation. Inducing drug addiction can make it hard on them. Some people have an irrational fear of water, fire, being buried alive, snakes, spiders. Making them question their reality will break some people. Others may fear financial destruction. Threatening people they care about may be more effective than working directly on the subject. Everyone will break at some point.

You need to combine both. If you want to break a man you make him hungry and isolate him with his own thoughts. Once you do that you control what he's thinking by introducing the fact he'll be tortured in a few days. By the time you start the physical side he's already half broken.
