Epstein is the link between them, either through crime, connections or blackmail - only the files can truly crack open the cabal that is this current administration.

My guess is that they fully intended to release those files until they realized that they would be delegitimizing the American government by doing it. That's the only answer that makes sense.

Everybody knows (and has known for a long time) that Trump is in those files. Even he doesn't claim otherwise. The issue is who else is in those files, and the role the American Intel Community played in Epstein.

If any administration could have or would have released those files, it's most likely to have been Trump's. You have to remember that Trump is the guy they've tried to destroy and even have killed for years. So if not even Trump is going publish those files to spite them, there's only one answer that makes sense; it's because the information in that file would delegitimize the fabric of the country.

Actually, Trump was never really in favor of releasing the list in the first place. That was mostly a promise made by the people he surrounded himself with if anything and Trump is definitely the kind of person who gives out empty promises and hopes you forget about them.

A good example is how Trump promised to provide financial disclosure when becoming president and both times refused to do it even though its a tradition for the president to do so.
