Why is it usually illegal to smoke in public in California and Utah especially with cannabis?

I’m from a state that’s not as conservative as California or Utah. There are not any rules about marijuana (or most other drugs) In some other places such as Portland, New York, Denver, Boulder, and Vancouver Canada. I like California’s and Utah’s family values and tradition but it’s crazy that you don’t see drugs in large cities and that they made it so family friendly throughout large cities like Salt Lake, Oakland, Los Angeles, San Francisco, and San Diego.

I do not work in the city anymore but a few years ago I had to go there and it was shocking at how the smell of weed was everywhere. It was probably worse than a Grateful Dead concert. It was really disgusting. The difference is that weed has been legalized

I don't know. Everybody smoke anywhere in NYC and no one raises an eyebrow. Been this way for decades before legalization.
