Think of it this way: if they made a law saying that if you killed someone on a Monday, you'll get put to death, yourself but the rest of the week, you can kill someone and not get a death sentence. It is only common sense that if you have excessive crime, you bring in the cops and start arresting and more importantly prosecuting the criminals.
