In the movie, it was revealed that it was selfish elitists who started The Purge in order to get rid of the most undesirable people in society (ironically, mirroring BLM right now with all the crap they're TRYING to imitate). IN-UNIVERSE, it was never about "reducing crime."
It wouldn't work in reality because:
1. Most people have no self-control or can act in moderation, and wouldn't know when to stop once "hunting season" was over.
2. Most people in society generally avoid confrontation and violence, and it'd basically just be the psychopaths and mentally unstable people versus the cowardly "average person," and it'd make things way less safe than safer.
3. You would eventually run out of "undesirables" to kill, meaning the most vulnerable people after a few years would either be the elites or the working class people, with one side trying to kill the other (ironically, ALSO part of the liberals vs conservatives culture war going on right now in America), and...
4. We already had the Purge IRL back in June/July 2020 in Seattle and it was an abysmal failure.
So no, it would not reduce crime overall, nor would it really work.
Some guy in a Nuclear silo in Nebraska would just nuke Portland. Riots would be over… The problem is, just because you look the other way doesn’t mean shit works itself out. As you’ve seen with Portland, the less firm you are with criminals, the more crimes they commit.

So you're basically saying organised crime is better than disorganised crime and governments should embrace it.
Kid, there is a good reason why you fail at culture and social cohesion. I can see you getting dragged out the car and beaten by cops while you scream about "rights" if you don't educate yourself properly and quickly.
You don't make wolves go away by giving them your lambs, remember that. The minute you place criminals and criminality in place of recourse and law - you allow a free for all that you can't back down from or get control of. Any lowly prison guard could tell you that. Mainly as a "purge" is what they are trying to stop every day so they don't lose control of the prison.
you see, crime doesn't work like that. People do crimes because either they don't care or fear about the law or the act is worth the risk of breaking law. Do you think criminals will be like "I wanted to rob this bank and murder this man but ALAS!! the purge day is already gone. Will wait for the next one."
Twelve hours is not enough to root out the evil doers. They'll know that were coming and they'll bunker themselves in among the innocent.
