I mean, that's what it is. It's unconstitutional. I'm on the side of the Jews but not when it comes to restricting free speech. And if you make it look like you can't criticize Jewish people at all? Then that is only going to fuel conspiracy theorists who posit that Jews somehow control everything despite being a marginalized minority..

Uh, did you see this in the bill (HR 6090):

"Nothing in this Act shall be construed to diminish or infringe upon any right protected under the First Amendment to the Constitution of the United States."

No one is going to be prosecuted merely for expressing their hatred of Jews, which is protected speech (calling for killing Jews, which has occurred in the past few weeks along with calls for mass murders of Americans in general, may not be protected speech).

We have clearly seen in the past few months that we have a serious problem with anti-Semitism in the US, including in Congress and many universities, to the point where federal laws have been violated by those who hate Jews. This bill is the first pushback against the discrimination and intimidation of Jews.

It's quite likely that federal civil rights law have been violated on at least some of these college campuses, but Congress may still have to act since the universities are huge recipients of federal money (and foreign money from anti-Semitic sources).

I just saw an article in the WSJ which states that the anti-Jewish "protests" had been planned and coordinated for months by left-wing groups. People with ties to terrorism have apparently also been involved in training the students involved.

Well existing laws should definitely take care of this and I don't know if creating more laws because older laws are not being enforced is going to really solve the issue.

I don't see anything being enforced with this bill, TBH. I think it was only passed because the Biden Administration has made it clear it won't do anything about the terrorists (they actually are on the same side) and instead will do what the terrorists and their supporters order them to do.

And if you're gonna do that, do it for EVERYONE. Don't pick and choose. And like you said, they shouldn't be free from criticism. And "Jews killed Jesus" isn't hate speech. Conspiracy theories and misinformation aren't hate speech, and how are we supposed to know the truth, if we can't bring up the lie? I don't think anyone should be protected from criticism.
