His intention is irrelevant. The policy is a destructive act aimed at a specific group of people, not a constructive economic strategy. It's a symptom of a sick social body, not a sign of a healthy one. A healthy society builds trust and positive relationships. This policy does the opposite.
He doesn't really care and he's not smart enough to realize the financial implications of much of anything that he does. His racism is far more important to him than finances, although this is hard to believe at times.

The problem with foreign companies building plants in the US is that they can't get visa's for installers under the ESTA visa so all companies bring in "engineers" and have them do work. Even though this isn't legal, the only way a foreign company can get their plant set up is to bring in their own people to do it. The workers were all there legally but unfortunately if they aren't allowed to install the equipment anymore, no plant will get built until the US can sort it out and issue short term construction and installation visas.
Trump stepped in and told the Korean government they could stay and finish the plant but only 1 of the 317 Koreans detained stayed and the rest chose to back to Korea.
You know south Korea has a wall with the us military guarding it and a minefield.
