You have no idea what the Navy does but I promise you that looking at a boat for a long period of time does not tell you what the cargo is and it also does not tell you the political ideology of the people operating the boat. Communicating with the boat is not something they do because if they did the boat would try to avoid them which certainly didn't seem to happen. In this case since they blew up the boat.
