It’s all part of the plan. Keeping people ignorant, distracted and emotional makes it easy to pit them against each other. That way their attention is never on those doing the real damage for long enough to force the powers that be to change anything for the better.
They keep getting richer and more powerful, and we keep getting poorer and less powerful with every passing year, regardless of who is in charge.

There’s historical evidence that strongly suggests that you’re woefully mistaken.
Bill Clinton’s budget was opposed by a great many republicans despite their “fiscal responsibility” rhetoric for years beforehand and the fact that it implemented cuts that they had originally proposed.
The Clinton administration was the first in decades to balance the federal budget, and Bush destroyed completely destroyed it within his first year as POTUS. The budget hasn’t balanced since.
OP is correct. Tribalism and sabotage politics go back decades. It’s far worse now, but it’s definitely nothing new. And there’s no evidence whatsoever that a majority of republicans would have supported any democrat resolution or Biden proposal.

I think getting back to line item voting would certainly help the process of restoring the transparency of Congress. To many of these mass conglomerated bills lead people to the wrong conclusion of what's being voted for and being vetoed.
You could give me an extremely fiscally conservative budget and include a word change to make abortion more accessible and I'd strike down the entire budget proposal.

What this means is that no matter what you do, if only one person does it, the chance of success is very small, but if a group of people do the same thing, the chance of success is a little higher.
