Puerto Rico is an unincorporated territory of the USA and as such, everyone born there is automatically a US citizen. Because of this status, there no such thing as Puerto Rican citizenship. The island holds plebiscites (votes) all the time to vote for statehood, independence, or to maintain the current non-state status of an unincorporated territory. Residents of Puerto cannot vote in presidential elections. But if they move to a US state, they automatically become eligible to vote in local, state, and federal elections. So Puerto Ricans are US citizens with a special status.
The United States of America owns Puerto Rico, it isn’t declared a State (at the time of posting because it could happen in the far future). Therefore Americans.

Easy way to remember, settlers in the Louisiana Territory of USA purchased from The French were American. Yes it wasn’t a state, but it was owned by The United States of America therefore you are an American citizen no matter what people may say.
Puerto Rico has separate government but technicalley people residing there are US citizens so they are Americans. But I understand the 'non-American' point of view too because their voting system is not the same as those residing in 50 states of USA.
But I consider them Americans. Those who think that they're technically Americans but not really are those people who consider East Asian countries as whole Asia.

I'd say puerto ricans are US citizens. I served with a lot of is Puerto Ricans in military.
