No, individual states cannot legally give orders to or arrest federal law enforcement officers for carrying out their duties under federal law or the Constitution. Federal law and federal authority generally supersede state law in these matters under the Supremacy Clause of the U. S. Constitution. States can, however, challenge federal actions in court if they believe federal officers are acting unlawfully.

Give me an example of a federal law enforcement executing a Constitutionally granted act where a state would want it countermanded? If you're trying to justify use of the Insurrection Act 0f 1807, you're a blowhard. Under that law, Trump could have been arrested and prosecuted by the Biden administration on or after Jan. 21st, 2021. He probably should have been.

Not if the feds really are executing their mandate. The question is, who decides? Probably most people would say the USSC decides, but that is only true in limited cases. For most things the state SC has the final say. But the question is still, which one?

If they break a law any person in the USA should be subject to arrest... oh except POTUS. The SC has already ruled POTUS is special... not like all other USA citizens. Guess justice is not really blind in the USA.
