Not mine but our founding fathers. Our senate cannot originate or modify an appropriations bill and can only pass or decline. So our FFs thought we better put in a resolution process if this happens.

The principles of responsible representative gov't necessitate this. The only way to resolve the upper and lower houses being at logger heads with each other is to go to the People.

It happens rarely. Only once in 1975 for us and it was done purely to force an early election. Politicians have a lot of skin in the game in forcing an early election. The People are likely to give one side or the other an almighty kicking cause they are pissed off. Due to the risk to politicians careers It doesn't happen often.

With two houses having different a different basis of election, loggerheads has to be allowed for and a resolution process should be in place which ultimately has to be to go to the People to decide who are the worse fuckwits and who needs a good kicking most.
