I think it could be argued that that person is racist because he or she applies something negative (racism) to an entire race based on their race. What do you think?

Yes, someone who believes all white people are racist should be considered racist.

Racism: The belief that race accounts for differences in human character or ability and that a particular race is superior to others.

So under the parameters of the term, if the person in question believes all White people are racist, but other races are not racist, they are establishing a belief that race accounts for difference in human character fulfilling one of the criteria of the definition. If they think everyone of every race is racist, then they are not attributing character to race, but to human nature thus not fulfilling the criteria. So you would have to ask for more detail.

Second, do they see racism as a good or bad thing or are they neutral on the concept. If they think it's fine to be racist and it doesn't make one better or worse than another then it wouldn't fulfill the second criteria, but if they think White people are inferior to other races or superior to other races then it would fulfill the criteria.

So if they think all White people are evil because "all white people are racist", and this some how makes White people inferior to other races, then the person is a racist.

You can apply all kinds of negative things to a race and still not be a racist and you can apply positive things to a particular race and be a racist. Racism is more complicated than just being critical of people of a particular group.

Nope, logically the AND operator requires both conditions to be true, while the OR operator requires at least one condition to be true. Thus if you make the assertion that White people can grow blonde hair due to genetics, but you don't claim that makes the White race superior or inferior to any other race, you are not being racist. You are just claiming the genetic pool in White people allows them the ability to grow blonde hair. Obviously as a blanket statement across all White people it would be incorrect, given that just because you are White, doesn't mean you can grow blond hair, but there are White people that grow all blond hair, a mix of blond and brown hair (dirty blond), or even a couple of blond hairs like in their beards while their entire head is covered in brown hair. So there are many White people that have the ability to grow blond hair even if it is one or two single hairs due to their racial genetics, but that doesn't assert a judgement about their place in rank above or below other races. The same would go for other abilities or character traits.
