The hope that SNAP spending will slow down is based on stricter requirements, but that has nothing to do with imbedded plan to cut over benefits by the amount I mentioned regardless of what happens to usage. I'm well aware that nothing the Republicans claim ever happens.

You also fail to realize that cuts happen in many ways in House and Means, such as Trump did with Medicare. The President instructs the head of his controlling party, in this case Johnson, to cut 800 million dollars from Dept "X", knowing full well that Dept "X"'s biggest single expense is "M" (Medicaid). So Dept X' complies by reducing the available funds by the requested number and the President can say "I didn't order Medicaid spending to be cut, we order Ways and Means to reduce their budget. Talk to your Congressmen."

Also, if you increase a budget by nothing but the COLA expenses, you'll always have a shortfall because it's never enough.
