It is not the whole country, just the misguided leaders elected by a misguided citizenry. A lot of countries are beginning to wise up but in some cases it is too late

Two reasonings,
1st the simple one because they're dumb which is true a lot of rules don't make sense objectively even in a corrupt way.
2nd is use it as a tool to bring on something alike the patriot act using fear to try create a need for security that comes with a lot more oppression the smart idea but needs it to be done effectively like patriot act most of the time it is not... which I guess is because of the 1st reasoning.
So what you see is a mix of both.
