First after all those fancy vague words, u. N. Clarified: 'give money to the poor so they won't be poor' in picture

See? Public spending! Like someone earns $20 each month but poverty line is $30 so government should give ten?

Of course first they waste time with many sections of fancy empty words but finally they say it.

But if I give someone food they eat it and later are hungry. Worse they can use that public money to buy cigarettes or beer and still be hungry!

How does this policy make any sense? Give money to lazy people? Nobody would want to work? Or can spend irresponsible!
