It's weird to make comparisons. Look at the Maslow's Hierarchy of Needs. You need all the steps for a good life.

My main point is the priority should be helping the victim become whole again not so much focus on punitive punishment on the culprit. Keeping score like a game is taking away from potential healing.

don't know they are all bad. the basics of all laws are do the right thing for yourself and others and you aren't allowed into someone elses space without their permission. It's basic respect and regards.

The thing about rape is that shit stays with you for life so its like its own death in a way. murder while also terrible at least you don't have to suffer with the consequences of someone assaulting you.
