Apparently, t-shirts and hoodies emblazoned with the name 'Quality Learing Center' and '1-800- FRAUD' are now being sold in the Twin Cities.

Google the phrase 'Somali fraud Minnesota' for the answer. Basically, during and after the scamdemic, many people who claimed to be taking care of children in Minneapolis/St. Paul were fraudulently billing the state of Minnesota to the billions of dollars, much of which went for luxury homes and cars for the Somali community and/sent back to African nation in suitcases.
