How is it possible for someone who doesn't speak a word of English to hold American passports?

I saw someone like this coming back from one of my recent trips. And they weren't born in the US. From what I gathered, they were born in Soviet Union (present day Moldova). Their daughter had to translate them, because they didn't speak English, yet I saw that they were carrying American passports.

I thought you had to know English to get US citizenship.

How is it possible for someone who doesn't speak a word of English to hold American passports?
