Its said in my circles a lot, its when you can't do something on your computer because the graphics card (the part doing the really intense calculations for the visuals or AI work) doesn't have enough memory to fit all the data. Vram being short for video memory.

If it happens when you game then suddenly your game will slow down to a crawl or stutter really badly.
