What is this guys reasoning for getting women pregnant?

My niece recently found out that she is pregnant, she's still a teenager in school, and said she was not planning on getting pregnant, and was so gullible as to believe her boyfriend when he said he is on male contraceptive pills and they can't get pregnant, he told her that he also does not want any kids, and is not ready for it himself because he is only 23 years of age, but when she told him that she is pregnant and won't be keeping the child he said that it was murder, but since it is her body he will help her find abortion medication, 4 months go by and he has made every excuse in the book to her on why he cannot get anything, worst part we only learnt after all of this that she was hiding a pregnancy, and couldn't do much at the time.

Recently we have found out that this is not the first school kid that he has gotten pregnant, and that several other girls in their last year of school fell pregnant because of his lie to them about male contraceptive pills for some reason, and he has been begging them to keep the child but none want to, and most went to get an abortion.

The man does not work, he lives with his mother, and gives all the women empty promises, and won't be with them after they get rid of the child and has never introduced any of the women to his family.

Any thoughts as to why he does what he does?

One has to ask: what is a 23 year old guy going out with 16-17 year old girls that are in high school. Why not a women his own age?

With that in mind, it seams like he is despite to having children of his own. This explains why he will not help with the process of the girls getting an abortion.

Let's look at all the facts:
He lives with his mother still
He dose not work or go to school
He goes out with HS girls 16-17 YO
He lies to get them to have sex
He gets upset when they will not keep the baby

We have to ask why not women his own age. There has to be a reason why he choses HS girls that are 16-17 years old. There is really only two things that come to mind 1. The guy has a problem with attraction to minors. But in this case he would not get mad at the girls getting an abortion because his desire is the sex and attraction. So it is really possible it is 2. He has some kind of disability that teens in high school can not see. Like a minor - med developmental disability. Making him unattractive to women his age, yet cool to hang out with for teens (Video Games, movies, music, hanging out,). With that he connects more with teens, and it seams his main goal is not to just to have sex, but to have a child of his own. This is likely the case going from what you said.

If this is the case, His mother needs to put him in a program/community support network where he can meet other young adults with similar disabilitys like his so he can meet someone his own age and be accepted. His mother needs to step up and Gide him on what is right and wrong and stop him. Maybe put him in a group home where the staff can keep a eye on him.

But if it is the case where he dose not have a disability, then this guy really has problems and needs to go to a mental health treatment center, because a 20+ guy should not be having sex with 16-17 YO girls. I know in most places the accepted age is within 5 years (a 21 man / 16 girl) sexual relation is not against any law. Some other places have it as 10 years. With him doing this and being 23, the bord of education and high schools need to step up and do something. Like get the local health authority, and police to go to his house to talk with him and his mother to find out what is really going on and the problem, to see if he has a disability or sexual problem. Then force the mother to put him in the popper treatment. If he dose not have a disability the bord of education should also go to the public aternys office to start building a case on charging him to put him away in prison.

This is why it is not his fault he keeps doing this it is his mothers, the bord of education, local health authority, and police responsibility to investigate and find out. Because from the post, I am 75-80% positive he has a developmental disability. I worked with people with them, feed them, bathed them, and looked after them, I also helped some get over childhood trauma.
