I've mention before that I see Europe as a collection of small countries. After you take out France, Germany, Italy, Spain, Poland about 100 million are in the small countries out of a total of 450 million.
Military forces have a lot of overheads. Maybe I'm wrong but, going by general nature of bureaucracies, with a 3 million population, I'd expect Moldova's military contribution would be eaten up with duplicated structures.
