Benjamin Netanyahu is the Prime Minister of Israel. He isn’t the President.

Isaac Herzog is the president but that title is not the same job description as a president in the US. The equivalent to the US president is the Israeli prime minister. That's where authority for the executive branch of government resides. At the moment that's Benjamin Netanyahu unfortunately. Herzog is in some weird ceremonial role with no real power. There is no equivalent in the US system.
