Did the recent Senate vote, already count as approval, for U. S. military action against Iran?

senate voted "not to remove" military- AGAIN. Given senate majority said not to exit, and not to remove "United States Armed Forces from hostilities within or against the Iran" that IS! And THAT is: congress approved, so why are critics saying "need congress" congress showed agreement?

The National Commission on Terrorist Attacks upon the United States (the “9/11 Commission”) published their report on July 22, 2004. The commission found that “senior managers in al-Qaeda maintained contacts with Iran and the Iranian-supported worldwide terrorist organization Hizbullah… Al-Qaeda members received advice and training from Hizbullah.” A large percentage of the 14 Saudi “muscle” operatives “traveled into or out of Iran between October 2000 and February 2001.”

SEC. 2. AUTHORIZATION FOR USE OF UNITED STATES ARMED FORCES.

(a) In General.--That the President is authorized to use all
necessary and appropriate force against those nations, organizations,
or persons he determines planned, authorized, committed, or aided the
terrorist attacks that occurred on September 11, 2001, or harbored such
organizations or persons, in order to prevent any future acts of
international terrorism against the United States by such nations,
organizations or persons.
