Carter wasn't too bad, but he didn't stand up to them or really seem like someone who would take them on. Reagan, however, made it clear what he would do. So, when it was clear he was in, they were released.

I know he was an actor and could put on faces to suit his needs, but the few times I talked to him, he seemed genuine and had a sense of humor. He didn't have to get violent and throw a tantrum. You knew he meant it.
