If something is for sale anyone can buy it that has the money. First come first serve. While thrift shops may have discounted used goods or liquidated products, they sell them in order to raise money for charity most of the time. The idea isn't to provide cheap goods to poor people, the idea is to resell stuff that is donated for free or bought from liquidators for next to nothing so that money can be raised to support certain community charity projects most of the time. You don't want goods sitting in thrift shops for that long. You need to move product regardless of who buys the stuff, so that money can be raised which can be used for things like feeding people, getting the homeless off the streets, helping kids with school supplies, or whatever the charitable goal is centered around.

Hey now... thrift stores are my guilty pleasure. Tools, cooking gear, quick glance at the workout gear, and then a whole new outfit for under $20... I really like the ones that have books. I'm a sucker for books.

Normally all proceeds go to charity, so I don't think it's a big deal. You could say that they are taking cheep clothes from people who need it, but the thing is these hipsters are normally buying niche specific pieces for outfits, not the stuff you'd wear everyday
