Why don't people distinguish between "DELIBRATELY TARGETING civilians" and between civilian death that was not intentional?

look at this complaint "Data shows 75,000 deaths in Gaza: women, children, and elderly people constitute over 56% of those deaths, with civilian casualties comprising a vast majority of the overall toll. Yet, they call the other guys 'terrorist' etc." but that is due to terrorist aiming AT or abducting civilian hostages. you can't just say "either way civilians died" can you?

Why don't people distinguish between "DELIBRATELY TARGETING civilians" and between civilian death that was not intentional?
