What is Systemic Racism?

The War On Poverty destroying black culture.
The Ku Klux Klan
The Trail of Tears
Jim Crow Laws.
Woodrow Wilson segregating the US Govt.
The Elaine massacre
Brown v. Board of Education
Murder of ML King
Murder of Medgar Evers
Lester Maddox
George Wallace
Bull Conner
Orville Faubus
Academies biased against admissions of non black applicants.

The question remains. Who or what is Systemic Racism? The answer is what ties all these together.
One group. That group is the Democrat Party.

There is no evidence whatever of any Republican Racism. Whatever exists is made up by Democrats to deflect from focus on their sordid history.

in social science, something is "systemic", when there's particular policies or laws that directly discriminate people based on race. and since that doesn't exist, people change it to mean "things they observe and feel like they're unfair" but really the closer you look the less of the "unfairness" you see.
