
Is America systemically racist and if so, against whom?


No, there are many laws that protect the so called "protected classes" . They get to go to the front of the line for government benefits, employment, education and many more things that others are not eligible for. If an elderly white person ever went to apply for fuel assistance or property tax relief they would be met with a blank stare and a bunch of excuses.
I’m still waiting to see a scholarship for Whites only.

I would describe racial issues in the US as "residual historical institutional racism".
That is, we don't have the overtly racist institutions we once had, like segregation, redlining, consolidation, etc.
What we do have is the "residue" from these institutions.
Cycle of poverty keeping people localized by their own segregated regions.
Economic hardship resulting in higher drug use and violence in these regions, creating children raised in unstable households who view abuse as the norm.
Because of higher crime rates in the areas, increased policing, and officers getting a little paranoid in those locations.
Because of increased policing, increased police interactions, including bad interactions.
For everyone outside this region, they know to avoid this area, keeping the populations segregated.
From the outside, you hear all the news stories and think "why can't they just live normal like us?"
The ethnic separation means attributing these behaviors to the ethnic group. "I mean I don't think it's because you're black. But most black people I've met act like people from this area."
Similarly, those who try to leave the region or behave like those outside, earn the nickname "Oreo" which I've heard on several occasions. ("Only black on the outside. White on the inside."
Rinse and repeat. The stuff that happened in the mid 20th century leaves a long wake. I hate when people try to oversimplify it.
This was a balanced take that's rare to see. It seems people are often either "America did nothing wrong and you're an anti-patriot for daring to suggest anything otherwise!" or "all white Americans have internalised racism towards all other ethnic groups and any black person who disagrees with this must be an uncle tom!" It's rare to see actual nuance in this conversation that's not just a pre-prepared activist talking point or right wing YouTube comment copypasta.
What I see are people who don't want to try as hard making excuses for them not getting much out of life... and this is true of many loser types of all races. You also have people who were raised by losers & programmed to think they're also losers who get a bad start in life.
Successful people don't dwell on looking for excuses. Just like the people who win an Olympic race didn't spend 10 years planning to lose. Nah, they just focused on making their dreams come true.
But let's say you lived in some super backwards town full of racist azzholes who are actively trying to harm you or hold you back. You'd be a fool not to deal with them OR to leave town. Not doing that makes you a fool. Just as much of a fool as someone who stays in the path of a volcano when they could've walked to a safer place.

For example, white literature is taught in public schools, but literature from other races are not. 86% of CEOs in America are white, even though only about 60% of the US population is white. Minorities also disproportionately make up a larger percentage of American inmates. Same applies to poverty. Minorities are also statistically more likely to be victims of hate crimes, police brutality, and "random" security checks.
I don't think most people are racist, nor do I think most of these policies were intentionally created for the purpose of putting minorities at a disadvantage. But they do.
It used to be. I do hope the knowledge that slavery was racist isn't offensive to any of the easily offended white supremacists here. Nor, I hope, the knowledge that redlining was racist. Nor any and all opposition to the civil rights movement.
I could spend all day listing bits of our history that were systemic by definition and racist by design, but what I said was "it used to be." No one wants to redo the civil war. No one wants to keep black communities poor. No one wants to reverse civil rights. Right? Everyone "in the system" is 100% opposed to these things and will instantly 100% ostracize any outlier that tries to cling to them.

It is by definition reasonable to strive for perfection when it comes to not hating people for no reason.
But your question is whether or not it is systemic. What kind of answer is "just a little"? An amount was not asked. The question, as I understood it, was is it present or not. A binary question with a binary answer. Yes. It is present. To say the answer should be "no" because the amount is small is the answer to a different question.
And I do think "at what point does systemic racism become so negligible that we can ignore it?" is a really good question (short answer: not yet), but that isn't what you asked..

Yes. Objectively so. Also, its racist against a bunch of different people. An example is the 1994 Violent Crime Control and Law Enforcement Act which is in the books and is part of USA's current issue of police misconduct and racial profiling against people of color.
I this this take 80 different ways. It isn't just that racism is systemic. . that is too vague a question. To make things simpler, I just took one.

That has not been my experience, where I was growing up if you were black you were super popular and everyone wanted to be you. Racism of any kind was punished with the utmost severity and all throughout my life I have seen blacks be treated as equals to whites (as it should be).
Now when I move from Maine (wonderful fucking state) to Ohio I did notice racism on both sides that did not exist where I used to live.
I think racism and your experience with it really depends on where you grew up and where you decide to live. There are absolutely areas in the United States where they will kill you if you are white, just like areas where they will kill you if you are black.
I don't think blacks hold a unique position in how they are being treated, people are discriminated against for all kinds of things. You can be talked down to for being a woman trying to learn self defense, you can be accused of being some kind of devil for being a normal white guy and so on.

I don't know why I’m even taking to you. I learned long ago you can’t expect wisdom to come from the mouth of fools. So I’ll start and end this conversation here. Bad association makes for bad habits. I don’t associate with racist.
I am pretty certain that “Black” kids in a mostly “Black” high school were pretty popular. That does not in any way disprove “White” privilege.
As for direct experiences with racism. Of course it depends upon where you live. I mean that test has been done to death. And this is outside of the racist obsession with “Black” and “White”. As with any non-“White” grouping in this nation, children who are given that specific non-“White” group identity, then taught that history, culture, etc. are usually pretty well grounded. They have a stronger sense of self than other children who may not have that exposure.
As for racism, it is like you don’t even notice what you post or what you believe. A racist thinks that their grouping mechanism. . .”race” is some common sense objective or scientific method. Then goes about noting differences in behavior and belief based upon that nonsensical grouping mechanism.
Your definition is about treatment. "If someone treats me bad. . . they are racist against me." That is just plain ole’ irrational. A racist may treat me badly. . . that is the way it is expressed normally. Which is why I did the take. Because a racist claims a logical rational reason for treating people of different races negatively.
Your definition would have me thinking Russians are racist against Ukrainians.
They are members of the same freaking race. That war is over cultural differences. And members of said cultures know they are biased. They know that their belief system creates the differences they see. A racist thinks the differences he sees. . . are somehow objective or more valid. Even as he cannot define what race is supposed to be.
That leads to a racist getting confused about culture/race. And that makes it one of the stupidest belief systems in the history of belief systems. What is the difference? A Russian can talk in common sense terms about how he is different from a Ukrainian.
A racist cannot offer you any rational or logical explanation for his beliefs or his superstitions.
“Black” people commit crime. Based upon racial stats. . . even as racial stats cannot tell you a single thing about cultural behaviors or beliefs.

All around some parts of the Southern USA segregation still exists against people of color. To this day its still an ongoing issue.
