With birth rates falling, should governments try to boost fertility?

Fertility isn't the problem. The problem is choices, soceity and finances.

Like many women choose not to have kids until after 30 by that stage they plan to have met a man in college, got engaged, graduated, established their career, got married and have a mortgage on a home.

In the old days a women might have had 4-10 kids before 30 and of course there would be grandparents to help out with the raising of these kids instead of babysitters.

But also couples having kids older means grandparents are too old to help out and childcare is expensive.

Then there's men. Men are more reluctant to have kids. It takes until a man is 30 that he's in a postion to get a woman to marry and have kids with but now they see a woman can wake up one day and decide she doesn't love you anymore and you have to pay her alimony to support her least in America, child support for kids you won't get to see anymore, half of everything you've ever earned including your pension and all of course while same other man sleeps in his bed with his wife and plays happy familes with his kids. Not very enticing when 80% of divorces are initiated by women.

I might say something a bit radical but I think quality of over quantity is important

I think having kids should be a privilege and not a punishment.
And as such you need to afford the kid first

Steady low birth rates from well funded families are a lot better for a society than tons of poor kids running around and falling into a hard life.

No one deserves to suffer. Much less an infant.

So before caring about flat birth rates we should consider average lifestyle quality

What people do to improve chance of reproduction in Zoos?  They improve life quality of animal enclosure. The answer is simple you can't have full time job wage slave and parent.
