Yes, it is. Even in highly fuel taxed California.

The USA does have specific federal excise taxes levied on fuel: for road construction, road maintenance, road improvements, environmental mitigation, and mass transit progams. State governments also have these, with California's being the highest.

However, for sales taxes, the USA only has sales taxes at the retail level and these vary by state and locality, and the USA does not have "Value Added" taxation. And think of what value added taxation means to each step of the fuel process, from crude extraction to transport to refining to distributing.

But it is notable just how much and what percentage of the price you pay "at the pump" is taxation, even in the lesser fuel taxed USA.

@Massageman I understand that we all too often aren't getting what we were promised when the excise taxes were imposed; I was just listing the nominal justifications for them. The raiding of fuel tax revenues for programs other than those promised is a notorious event, and was common during the the budgets of then Governor Jerry "Moonbeam" Brown. Oddly enough, his father Governor Pat Brown went about building one of the then finest freeway and other highway systems for its time.

I would say so. In the UK at the moment gas is £1.58 per litre. That's £4.01 or $5.36 per gallon. Thank you, Mr Trump for causing that...
