Here are the ACTUAL laws governing marriage in Ohio. Spoiler alert: both parties must be 18 and not closely related. At this time, there isn’t a single bill in process that would challenge the existing laws.

Are you sure this is Ohio? The laws here state that 18 is the youngest age you can marry, with 17 being an exception if you obtain juvenile court consent. As far as I know, a 13 yr old cannot get married here.
