They're only selling in US dollars because the sanctions were lifted. They still sell in Euros, while India and China pay in Chinese Yuan. Allowing them to use US currency is a move to try to stop the Chinese Yuan from becoming the global currency. It has nothing to do with winning or losing the war and more to do with trying to slow down Chinese global influence.
