Can US birthright citizenship be limited for children of foreign nationals?

A child is born here as planned by foreign nationals [ anchor baby]. The child is an automatic citizen; parents are not citizens. Solution: The child becomes a ward of the government, parents go home without the child [American citizen ], OR the parents sign a document rejecting all rights till the age of 18 of becoming citizens. The child reaching the age of 18 will be allowed to file to become a citizen through naturalization. No birthrights involved
