Because he spent millions on a no-bid contract with the goal of leaving a lasting legacy to himself.
The upgrade was a failure and he cannot admit to failure. So he invented a lie by trying to pin it on an innocent scapegoat. Trump lies constantly.

Trump had the reflecting pool repaired on a no bid contract. That means there is no competition for the job and it was probably performed by some of his friends. The result is a mess and everyone can see it, but Trump keeps insisting that it was done by vandals and it's not his fault as usual. He's unable to take responsibility for any of his mistakes.

We don'tknow that it has not been vandalized. All we know is that the guy on the video was there sticking his hands in the water exactly where the liner was cut. Apparently not enough to indict.

  So, it's "vandalism" and botched repairs! Is that the final answer? Isn't it interesting that there have been no reports of anybody "vandalizing" their Reflecting Pool before Trump got back in office? The work was not necessary! This is all all coming directly from an egomaniac!
