Iran and Oman are bordered with the Strait of Hormuz so I would have thought they have the greater ability to control it due to geographic location.

Iran has threatened it many times over the decades.
In the 1980s, they launched the "tanker war" attacking oil tankers, forcing a US response.
In 2012, during talks with Obama, they threatened it, and oil prices spiked far greater than they have recently
From 2019 to 2021 they launched attacks on it in response to Trump.

Although the Strait of Hormuz is technically an overlapping territorial waterway, under international law it is an open passage and cannot be under anyone's control. Trump foolishly got sucked in to a pissing contest he now can't get out of.
