In one Western country I know very well, it seems technically illegal to be topless in public, for both men and women, in the city. Technically illegal because I don't think the cops will enforce that often lol. Being topless becomes perfectly legal whenever you're at the beach though

My general impression is that in most Western countries you aren't going to get arrested unless you are performing a sex act in public. You may well be asked to cover up, in some cases quite sternly.

Now if you are being arrested anyway for other reasons, then sure they will add public indecency charges and anything else they can thing of to the ticket.

I believe so, there's tolerance about minor rules we break without realising, up until some authority is pissed and address them all in one go lol

I tend to do this in public. If you’re asking about private situations, it’s context-dependent and varies widely person to person, but personally, there are situations (in probate) where I find it a bit inconvenient to keep them covered.
